The discussion paper provides information to guide your feedback on the operation and effectiveness of the Industry Funding Scheme (IFS) Regulations, including information on the areas of the regulations that may be improved, as identified over time as the regulations have been tested in real-life. The purpose of these areas of potential change, and the benefits and drawbacks of the proposed changes, are documented in the discussion paper. Background

Stakeholders are asked to provide their views on the operation and effectiveness of the IFS regulations, and identify areas in which operation and effectiveness may be improved.

Submissions will inform recommendations to improve the regulations, which will be considered by the Minister for Agriculture and Food.

Given that the IFS Regulations have been reviewed three times since they commenced in 2010 and that industry has been closely involved in monitoring the implementation, the 2021 review will target key aspects of the regulations including matters raised by stakeholders.

The functions of the IFS Industry Management Committees are not within the scope of this review. This area is addressed via the industry consultation undertaken by the IFS Industry Management Committees each financial year.

The Department of Primary Industries and Regional Development (DPIRD) encourages online submissions from IFS stakeholders including:

  • IFS participants (i.e. producers who pay IFS contributions)
  • IFS-related committees/panels established by regulation
  • Cattle, grain, seed, hay, sheep and goat industry and producer organisations
  • Those with obligations under the IFS Regulations (i.e. livestock processors, livestock agents, grain/seed/hay receivers)
  • Relevant government bodies/agencies.
